 Team Leader, QCPP- MCC – Infrastructure Upgrading Development Capital Works Project, Vanuatu, $US 60M. The project is being delivered by a Design and Build Contract, using the FIDIC General Conditions of Contract. Manage the Project as FIDIC Supervising Engineer under a policy of ‘No Variations’ due to the special capped funding.

Roads Engineer

B.Sc. in Civil Engineering, St. Andrews University, Scotland (1966)

2008 Ongoing

Roads Engineer. Millennium Challenge Corporation  Infrastructure Upgrading Development, Capital Works Project, Vanuatu Review Designs and Supervision of road design and construct to ensure Contractor’s fulfil the requirements of the MCC.

Senior Project Engineer

Bachelor of Engineering (Hons) Bachelor of Science in Civil Eng.

2006-2007- ongoing

 

QCPP – Civil Works Specialist. ADBMinistry of Education, SportsCulture (MESC), Apia, Samoa,  for QCPP. Technical assistance to the Executing Agency for the new Ministry of Education HQ building construction phase.  Procurement of consulting services, construction contracts, training of Asset Management Unit.

QCPP  FIDIC Engineer – DFAT – New Australian Embassy, Vientianne, Laos  A$11.0million.  Co-ordinate the Design Consultants.  Project Management.  Supervision of Contract Works, commissioning and Defect Liability.

ARCHITECT No 7 Project Manager

 

Qualifications:

 

Certificate of Architecture, Queensland Institute of Technology, 1969

   

Recent Projects:

 

2006- ongoing

QCPP– DFAT Security Upgrade for Australian Embassy, Dhaka, Bangladesh. Site Project Manager. co-ordinating the staging for  upgrading security works to ensure compliance with workplace health and safety, under a highly developed security plan appropriate to construction activities operating in an existing, occupied building. Supervision of local construction Contractor services. Interventions have been made to deliver the project by construction management delivery methods.

 Recent Projects:

 

2008

 QCPP Resident Supervising Engineer for PNG K18.0 million  CAA-PNG  funded Airport Pavement Strengthening and Extension  in Wewak.
Delegated duties include quality audits by field inspections, evaluation of value of works performed for certification.  Reporting to the Engineer.

2004 - 2006

 

QCPP ADB Senior Civil Engineer – Domestic Water Supply Engineer. Design and document three Provincial Town water supply systems. Contract administration of all sub-consultancy contracts, tender evaluation review technical reports: payment certification etc. Complex computer aided water supply network modelling; Contract administration of Survey, Geotechnical and Environmental Sub-Consultants.  Administration  FIDIC  Short Form Contract - Groundwater - Drilling.

Senior Works Supervisor for the ADB – Provincial Town Water Supply and Sanitation Project based in Wabag PNG.  Responsible for overseeing the quality of works performed under an international contract . assist the FIDIC Engineer with progressive valuation of works, assess Contractors performance and record keeping.
